Could someone possibly tell me why, for question 2, they do 35/(25*7)?? Where is the 25 from?

They're trying to convert to an equivalent rate.

In the second situation, you have a number killed per 100m of track, but in the first instance you have a number killed per 2500m of track, so this is rescaled to compare it to an equivalent rate per 100m.
