Queen Mary or city through adjustment?

Hi, so I currently hold a firm offer for queen Mary business management. However if I exceed the conditions then I am considering applying to city through adjustment or through clearing if things end up badly. I've heard city's cass business school as an excellent reputation for business. However queen Mary is a Russell group and even though it's at the lower tier of the Russell group I still feel that it overshadows city as a result. I haven't visited either of them (will visit queen Mary after exams hopefully) and I'm not bothered with accomodation or attractions nearby as I already reside in London and will therefore commute. Which would you say is the best uni for business? Thanks a lot.
