Difference between top universities' and lower universities' maths.

Regarding differences between the top ranking universities (eg Oxbridge) and the lower ranking universities in maths (eg university of Birmingham), which of the following is correct?

a) with regards to breadth and depth of the subjects there is no difference, but the exams are harder in the top ranking universities.

b) the exams are harder in the top universities and the subjects studied are broader and deeper.

Thanks.
I'm gonna bump this since I'd be interested in the answer xD

In UCLAN Pi = 3.2.

Dodgy rounding.
Depends on the actual differences between the universities. For some a) may be true, but for others b) is definitely true.

Oxbridge compared with Birmingham I would say b) is true personally - I have looked at the modules covered in both courses.

Another example would be that I studied at Warwick where functional analysis can be studied in third year, but at Manchester it's a fourth year module I believe.
