Enough to...
Which will...
For this reason...
What we(/you/they) need in order to provoke...

Tu as de quoi manger? - Do you have enough to eat? (Do you have what you need in order to eat?)
Tu as de quoi écrire? - Do you have something to write with?
Est-ce qu'il y a de quoi boire? - Is there anything to drink?
Excusez moi / Pas de quoi - Sorry / Don't worry about it (shortening of il n'y a pas de quoi vous excuser / t'excuser - there's nothing you need to be sorry about)

One general translation that will work for "de quoi" + infinitive is "what is needed in order to" + verb... and you can obviously swap it around to make sense in English from then on.
