Help! Urgent!

I hav to do the following essay:

OUTLINE THE REASONS FOR RURAL DECLINE IN MEDCS IN THE PAST 30 YEARS. SHOULD GOVERNMENTS SUBSIDISE RURAL SERVICES TO ENSURE THEIR SURVIVAL?

I'm ok with the first bit but have not got much info for the bit about subsidies, has anyone got any other info?

Try to think about the effects that spiralling decline would have on those rural areas. You’ve already outlined the causes in the first part; you may want to briefly outline the effects now. What reasons do we have for keeping rural areas as strong as they are?

Also, on a side note, consider the pressure that’s going to be put onto other areas – suburbs, inner cities areas and so on, if those residing in rural areas are forced to migrate to urban areas due to declining conditions. Would they even be capable of it? Declining conditions in rural areas would doubtlessly impact jobs, and therefore the money each household earns.
