How much times do usually takes to change a conditional offer into a inconditional

The condition of my offer was to send prove of my qualifications through email. I’ts been almost 3 week since i sent them. I sent another email email asking if they received the documents a week ago but I haven’t got an answer. Should i call o is it normal to take this long? I am grtting worried that it didnt reach them at all
