I was born in Northern Ireland and after a few years moved to Republic of Ireland- I completed all my education in Northern Ireland and hope to apply to University of Ulster in Sept. Am I entitled to apply for student finance Northern Ireland

Based on what you've said, yes - you should be able to apply to Student Finance Northern Ireland.

To know for sure, we'd recommend making an application online as soon as you're able and the assessors will then confirm this.
