If you don,t go to an highly top uni or in the top 30 , does that mean you have no chance of success ?

No it means nothing of the sort. Many very successful people did go to a "top 30" uni. Similarly, there are those who did go to a "top 30" uni, and struggled thereafter. Ranking are irrelevant to most.
