yes, you can apply for any courses you like, to any university, but obviously you would want the predicted grades for them.

the problem is writing your personal statement.

As poster above states, it can make your personal statement difficult, I would suggest applying for joint honours. I know that there are a handful of university that offer a Politics/Law degree.

Writing a good personal statement when applying for both separately will be very difficult though, so I personally would not recommend it.

IR would probably present difficulties, but writing a personal statement for both law and politics shouldn't be too hard... Just focus on the political aspects of law.

Would that not show a lack of range of interests though?

I guess it could show that you're extremely interested in a specific area of law/politics though.
