They can "express their urges" by using their own imagination, they do not need people to spend long amounts of time depicting the assault of a child, frame by frame. I don't think it would necessarily make matters worse. There's no proof to say that looking at something makes you go out and physically do it. Otherwise, films etc would be banned, so to would normal masochistic pornography.
