well
norms are what is expected and "normal" e.g it would be the norm to get a shopping basket opposed to carrying loads and loads of items.
values: what you are socialised to believe is right...i think.

To your question, values could create norms but then everyone has different values therefore some may see one thing as a norm and another may not.

Norms are what is normal. Values are what is valued. I can't see how these two completely distinct things could be confused.

Thanks. I was confused in the sense of a society and the norms and values. But I think I understand now.

These might be helpful: http://en.wikipedia.org/wiki/Value_(personal_and_cultural) and http://en.wikipedia.org/wiki/Norm_(sociology)

For instance, capitalism values competitiveness in educucation and employment, and a norm would to wear a smart suit (or something similar) to a job interview rather than a bathing suit. It would not be seen as socially acceptable.

Norms: acceptable and appropriate types of behaviour

Values: things that people see as worth striving for in society, things people value (money, family, careers)
