Comparing two countries experience in New Public Management - Help!

While I'm doing my own research into New Zealand (as the US and UK are excluded from the question) I'd like some examples thrown at me from you guys.

The question I need to answer is as follows...

How far has the introduction of market economy methods to the public sector led to increased efficiency? Compare two countries’ experience of New Public Management in your answer.

I've also been given a long list of reccomended reading, but the task assumes I'm not in the middle of a desert wasteland with no libraries and that I'm not limited to whatever I can google search and learn off abstracts from the publishers websites.

So I'm a bit stuck.
