Basically it's one of your parents. Just someone you put on the form who would have to pay the money of your accommodation say if you didn't pay it on time or didn't pay it at all for some reason (that shouldn't be a problem anyway with loans/grants etc)

Edit* Basically they "guarantee" you will pay it!
