What is the definition of the Boltzmann Factor?

I'm having some trouble with this topic in Physics

The boltzmann factor equation gives you the FRACTION of particles in a particular energy state. (or the proportion of particles that have enough energy to jump to a higher energy state to complete a reaction).

A boltzmann factor of around 15 means the rate happens at a reasonable rate. A higher Boltzmann, (15 - 30) means the reaction will occur really quickly, and a lower boltzmann factor (less than 15) means the reaction will happen more slowly.
