How a resolution looks in the real MUN

Question of: The Situation in Iraq

The General Assembly,

Recalling and remaining thankful for all previous resolutions on the improvement of the situation in Iraq, especially Resolutions 1546, 1500 and 1483 passed by the UN Security Council in 2004 and 20045 concerning the situation in Iraq and the interim government,

Aware of the failure of coalition forces to make significant process in the withdrawal from Iraq but also congratulating the fine training programs put in place for the police and army of the Iraqi state by the coalition forces and their continued assistance in these cases,

Viewing with appreciation the full launching of UNAMI (United Nations Aid Mission to Iraq) in Iraq and the increases effectiveness they now able to work at compared to 8 months previously,

Noting with approval the worldwide condemnation of terrorists and insurgents in Iraq from a huge majority of member states,

Expressing its appreciation to the combined special forces of the coalition for the breaking of the al-Quaeda terror cell that Abu Musab al-Zarqawi headed in Iraq and aware that while al-Zarqawi escaped he is no longer a threat of vital importance to the welfare of people in Iraq,

Deeply disturbed by the reports of desperately poor sanitation across Iraq with around 44% of children under 5 dying of sanitation linked diseases in Iraq such as cholera, diarrhoea and acute respiratory infections,

Also deeply disturbed by the 30,000 children unable to receive schooling for lack of schools or overcrowded schools,

Taking note of the existence of around 1,500 schools destroyed or looted in the 2003 war or soon after, that have not been rebuilt,

Noting with Deep Concern the existence of nearly 20,000 teachers employed before the 2003 war who are now still fully qualified but un-employed when valuable money is being spent on training new teachers and schools do not have enough teachers,

Expressing its satisfaction with the rebuilding of damaged or destroyed hospitals and the ever increasing sanitation in hospitals not just affected by the war but all over Iraq, yet still aware that there is undoubtedly still work needed in those areas and charities, NGO’s and governments working on the problem of Iraqi healthcare should not stop, slow or reduce their support,

Observing the apparent confusion as to some of the aid’s destination and the stockpiling of aid inside Iraq, when it is urgently needed,

1. Calls upon the need for contractors to rebuild the infrastructure and communication networks not already in place, backed by a new fund, open to all governments, charities and public donors which should be organised and run by the UNAMI using UNAMI chosen contractors and NGOs;

2. Calls upon an immediate revision of the UN database of aid to Iraq through the UNAMI in order to,
a) Account for all aid to Iraq and its location,
b) Locate areas in need of different aid and services (e.g. medical, financial),
c) Specify what work has already been done and what needs still to be done to maximise effectiveness of manpower and resources;

3. Strongly condemns the actions of insurgents and terrorists working inside Iraq but urges the conduct of coalition forces to be restrained against Iraqi civilians and prisoners as the mistreatment will only portray the outside world as counterproductive to the aim of rebuilding Iraq in peace, turning the opinion of the Iraqi public into sympathy with the terrorists, as a media source is quoted to have written, “The groups underscore the enemy’s brutality and paint the U.S. and its Iraqi allies in the worst possible light: waging dirty war in coordination with sectarian militias, engaging in torture, fostering the country’s division and being impervious to civilian losses. ”;

4. Further Condemns the bombing of the “Golden Mosque” in Samarra as this action can only provoke violence, and as Iraq is a fragile country, an action like this can and may cause rifts between the populations religions and lead to a civil war;

5. Proclaims the sophistication of the insurgency inside Iraq and the close working of terrorist Jihad followers and nationalists under not only a general cooperative right wing Islamic nationalist banner, but also Shi-ite and Sunni Muslim pretences which should be strongly condemned as this undermines any civil level of politics inside a newly formed Iraqi government, which should not be tolerated by any state;

6. Declares accordingly the need to rebuild the Iraqi education system and improve this by the use of a new integrated system therefore,
a) Bringing back the primary six year program for 4-11 year olds
b) Building on the existing secondary education by merging the two sections, intermediate and preparatory, in order for education to be more evenly spread throughout the country
c) Expanding the further education from just three sections (agricultural, commercial and industrial) to five, (the existing plus law and medical);

7. Emphasises the lack of basic amenities for communities in rural Iraq such as distinction between washing and cooking water supplies and the lack of any healthcare above a travelling voluntary doctor and therefore proposes the setting up of an independent section of UNAMI, named the UNAMRI (United Nations Aid Mission to Rural Iraq), which while working alongside and using support from the UNAMI, focuses on the rural development of Iraq, a matter which has been neglected;

8. Supports the establishment of a permanent Iraqi government, which while still fragile, has a strong basis and a truly unbiased aim, the welfare of Iraq, and therefore calls upon all member states and NGOs working in Iraq to adhere to their authority and help them as is possible;

9. Calls upon the UN to create a fund through the UNAMI for assistance to businesses in Iraq to create a more stable Iraqi marketplace and help the Iraqi public create money through family businesses;

10. Proclaims that through the continued work of member states and NGO’s, Iraq can once again become a trade centre in the Middle East and that it can become an independent state that does not require the aid of other member states.

NOW THIS IS A REAL RESOLUTION, HAVE SOME AND CRY...
