actually reasonably hard. i launched an online publication last term, which is part of a large and well established student company (one which publishes a newspaper and a magazine and therefore has most of the necessary contacts and resources for doing such a thing) and even that was a lot of work. with an actual printed publication you need the resources (computers, software, people who know how to use both of those things); you need money, so you need advertising; you need staff and you need content. if you're committed enough then it'll work, but i don't think it's something you should enter into lightly.
