ISIS plan to send 500,000 immigrants to Europe. Should we be worried?

Moving away from bombs, ISIS plan to send 500,000 immigrants to Europe to use as a psychological weapon by creating a sea of worry.

The Netherlands cannot see how this is possible but if they are to live peacefully then we have no objections.

Brazil feels that this is a bit of a hyperbole, but nevertheless, advices Europe to remain alert at all times. Brazil further feels that, given the recent Islamophobia in Europe, this was just a disaster waiting to happen.

Brazil further finds it distasteful that extremists are referred to as 'immigrants', its almost like giving the ISIS the status of a country.
Austria believes it is the responsibility of European authorities to assure such cannot be accomplished, and that fundamentalist terrorists should not be labeled simply as "immigrants", as pointed out by the Brazilian representative. Direct intervention is needed indeed, and ignoring the matter only worsens it.

the Netherlands as it was stated the reason for this 'attack' is psychological not to conduct real attacks feels that's this is an over-reaction. To stop this deliberately would cause more panic and hysteria then ISIS already create. We should show out citizens that they pose no real threat to them and take away their ability for psychological warfare.
New Zealand inserts that the easy solution to this is to introduce border checks within in the EU, and bolster existing border checks with people looking to enter the EU. Background checks are needed to make sure no extra extremists are allowed to enter the EU to cause trouble. We will be taking the same steps at home to protect New Zealand from planned attacks.

While Austria appreciates your maturity and calmness when approaching the situation, we believe it's important to elevate the possibilities of terrorists joining the territory. They're not just safe citizens being used to cause hysteria, they're monsters willing to disrupt society (or at least some of them are).

We fully understand your position and whist regret that you feel the need to demonise these people we will cede to the wishes of the majority of the EU.
Canada doesn't believe border checks are the issue, in fact, it believes Turkey should be taking a significantly more active role in detaining anyone suspicious of ISIS connections. It believes Europe needs to isolate itself from the Middle East for its own safety, but that does mean the freedom between European nations must break down.

Mexico fears for Europe but at the same time believes ISIS militants could be persuaded by the higher quality of life. The fact that they are easily corrupted evinces that they could easily change their allegiance to Europe.
Ireland believes existing measures are likely enough to prevent this, and we should not dignify such unfounded threats with any significant response.

New Zealand criticizes the Netherlands for not taking the ISIS threat seriously. The Netherlands should stop viewing IS members as misguided and start viewing them as evil, murderous, and un-Islamic.

The Netherlands does take the threat seriously but would like to echo what was said by Ireland and Mexico. Also we belive violence will only lead to more violence.
Australia is worried about some of the stereotypical and cynical view points from a number of European countries. It's is likely that the majority of these so called immigrants are in fact refugees fleeing their country because of the invasion of terrorist and rebel groups. The main issue is that terrorists could disguise themselves within refugee groups thus it is vital that border checks are carried out thoroughly. The West needs to step up its attacks on ISIS and help to restore in Syria and Iraq, enabling citizens to remain in their own country and live peacefully
