You'd have to check with student finance. I think, reading it, they mean more things like have you lived in the UK for 3 or more prior to the start of your course? etc.

If you're not entitled to DSA, your uni are still required to make reasonable adjustments.

I received it throughout my entire course including the year I was unfunded. Contact them to see the situation. If you can't receive it then your uni will have support funds they can support you with. It depends how expensive your needs are going to be.
