A Bel is a logrithmic measure of the difference in two quantities.
A Bel difference is 10x difference in two signals.
A decibel is 0.1 Bel.
Thus to work out how many Bels, N one signal is compared to another one uses the following...

10N = A/B
log1010N = log10 A/B
N = log10 A/B

Therefore to convert to decibels (n)...
0.1n = N = log10 A/B
n = 10N = 10 log10 A/B

Sooo for your question A = 1.12B
n = 10 log10 1.12B/B
n = 10 log10 1.12
n = 0.5dB

If so, what is it relative to? I mean, when you say something is 10 dB loud, what is that compared to?
