Does "in the sure and certain expectation" sound like a precatory or imperative word

Hi guys just have a quick question. I am currently writing an essay and cannot decide whether "in the sure and certain expectation" is a precatory or imperative word.

I think the answer to this one will be up to you! Look at Re Adams Kensington and Re Comiskey for commentary in this regard. But, from my personal point of view, I think that these words stand to express a will to create a valid trust.
