Query on UCL Accommodation

Hi.
When you're given an accommodation offer from UCL, I'm aware that we have to pay a deposit to accept the offer.

But do we still have the option to decline? Or does applying mean we're legally bound to pay the deposit had an offer been issued?

The deadline is approaching and i'm getting a bit paranoid on whether i should be applying for UCL Student Houses as I have other accommodation arrangements as well.
