What specifically don't you understand? The null hypothesis will be that the hair colours occur in the ratio 2:6:1:3. Then from your total you can divide it up to give the expected values. E.g. if the total was 60 then the expected values would be 10, 30, 5, 15. Then do a chi squared test with the actual values in the normal way.
