have a look at the specific unis youre interested in and their entry requirements for international students. usually unis across the world will want transcripts of your grades so definitely grades at a level, but might just glance at gcses. similarly to the UK, its not necessary to achieve specific grades for unis but majority look for passes in maths and english, the top universities might want better results though
Depends on the uni and the course, but generally if you have solid maths and english and a good number of gcses it shouldn't be a problem.

Although, if you're thinking of studying a course with any kind of maths in it (not just STEM, even social sciences, stuff with a BSc) then you should consider studying some kind of Maths diploma till you're 18. Lots of other countries incorporate Maths until 18 (although not necessarily to Maths A-Level standard) and they therefore expect everyone to have done that. This is a bit frustrating for the UK because the A-Level system doesn't really give the opportunity to do that unless you're choosing A-Levels for a STEM degree.
