Hydrogen ion concentration is less at pH 3 than it is at pH 1

If Ph is 3 then you do 10 to the power of -3 to calculate H+ conc. This is 100 times Lower than the H+ conc at Ph 1 (0.1 at Ph 1 and 0.001 at Ph 3). Therefore you DIVIDE rate by 100 as H+ concentration is decreasing from Ph1 to Ph3, giving the answer shown
