How does Australian unis even work TOT??

Hi, I'm a Junior High student in the Philippines at the moment. I wanna get into a university in Australia (unimelb specifically) but I'm still unfamiliar with how admissions work for an international student without A-levels or an IB diploma. Do i still need an offer to get into a foundation program? Or are foundation years given to international students who apply but don't meet the uni's qualifications? Do I need VTAC to qualify or register?

Also are prerequisite subjects required and do I take them in Australia or before I apply to the uni? Thanks TOT
