PhD by Special Regulations

I'm a Cambridge graduate and I'm quite intrigued by this. Does anyone know any more information this or anyone who has done this?

I do know a couple of people who have done this and one person who got a DSc from Oxford. The colleagues with the PhDs are people with very successful professional careers who were not primarily academics but published about 8 papers each in peer reviewed journals during the course of their careers and then applied under this regulation (and were successful).
