Hi there,
If you are looking at university owned accommodation, there may be a specific date from which rooms are available to book. However, if you're interested in private student accommodation or housing, it's never too early to sort your student accommodation for many reasons.
In terms of where is the best, this depends on which university city you're looking to live in and what the availability is. Definitely have a google and read on sites like TSR for current resident's experiences.
