Resolution 2009/03: Condemning the recent agressive actions of North Korea

Committee: Peace and Disarmament
Submitted by: State of Israel

THE GENERAL ASSEMBLY,

The Democratic Republic of North Korea has launched a missile capable of hitting the United States, which a South Korean news agency claims was carrying a satellite. However, the trajectory of the said missile has been noted to not be at the atmosphere and beyond but over Japan and beyond.

Confirming that the action was a clear violation of UN security council resolution 1718 which prohibits North Korea from this type of activity.
Condemning the aggressive nature of North Korea's recent international actions.
Noting that while many countries wish to work with North Korea's government, the DRPK's government is making this more and more difficult.

1, Demands that the DRPK does not launch another such missile.
2, Urges current sanctions to be enforced more heavily.
3, Requests that further sanctions be put into place should such an action be repeated - which would be discussed in another resolution.
4, Shows support for surrounding Asian countries who fear the DRPK's military power and possible actions in the region.
5, Promises diplomatic support for these surrounding Asian countries capable of militarily defending themselves and military support for the countries which are unable to military defend themselves, should the situation deteriorate further. The military support would extend to all surrounding countries which ask for it should the situation deteriorate further, to be discussed in a future resolution.
6, Requests that Russia and China do not support the aggressive actions of the DRPK, and publicly condemn them through supporting this resolution.

The DPRK is not making it hard for countries to work with it. We have asked for a sumitt on the issue, while the US refused to accept.

ooc: is this an okay resolution? i'm quite proud of it myself. except for forgetting to give it a title. *fixes*

The DPRK would also like to see some evidence from a UN certified news agency that shows that the recent missile test launce was indeed in japans areospace.

Brazil supports this resolution. We feel disappointed in the behaviour of the DPRK and asks an immediate explanation in why the DPRK feels it is necessary to make such aggressive actions.

You are dissappointed with us for trying to begin peace talks? The DPRK is dissapointed with the international comunitee for continueing to insist that we are the agressive ones when we are the only country trying to get a peacefull solution while other countrys only speak of war. The DPRK is increasingly seeing that its urging for peace talks may be in vain and that war is prehaps the only way this situation can be resolved. If the international comunitee will not agree to halt the movement of any troops in the RoK, as we have done already, and if the US acting for the RoK will not agree to a ceasfire within 3 days the DPRK will see no other option other than to continue with the forcefull reunification of korea.

This statement I have emboldened is quite laughable to be perfectly honest with you. You have forcefully installed your troops into the diplomatic heart of South Korea and, although we have heard no reports of any deaths within the RoK, your use of troops is certainly not an acceptable tactic when you are well aware of the delicateness of the situation as it stood before. The international community has been far too forgiving up to this point but be assured we will halt your aggressive regime in its tracks to protect the peace and prosperity of all people in both North and South Korea.

Once again we talk of peace and rebuilding the area for long term peace, while the US speakes only of further war and death.

You have no right to talk of 'rebuilding' in South Korea as you have no rights over their territory. You are given complete control of building up North Korea within reason however countries you have no right of abode in are none of your concern.

Korea has been a waring devided nation for too long, which has been a threat to international security. Now that korea has started to be reunified we can work towards a brighter future.

Again i will ask the US, will you meet with korean officials to discuss peace?
The office of the Secretary General can only support peace talks between the major relevant nations.

We must also ask the GA if they wish to add this onto the HYP thread or have this as a separate RL debate?

ooc: well this is real life, it's not hypothetical, which is why i made a separate resolution.

ic: Israel would like to direct the DRPK to this bbc report, in which:
"It flew over Japan towards the Pacific, with two booster stages dropping into the ocean to the east and west of Japan, Tokyo said."

The UK condemns the DRPK's actions and supports this resolution fully. The DRPK is in clear breach of the SC resolution cited.

Ooc: my bad, thought this was a hyp.
The US urges North Korea to comply with the SC resolution and not force the UN's hand in any way.

The DPRK feels it should be allowed to test missiles for the defence of its country.

You do not have this right as a member of the UN who have ratified a SC resolution forbidding you to do so.

Japan strongly condemns North Korea for its actions, the launching of the missile over Japanese territory is a clear challenge to Japanese sovereignty.
Reply 17
This is no threat to any country, mearly a test launce.

Japan will note that the rocket passed over Japanese territory, and yet your government threatened to declare war if Japan was to intercept it. Explain how this is in no way a challenge to Japan's sovereignty over its own territory.

It was no threat to japan. If it had been intended as a threat there would have been no need to inform you that interception of the launch would not be viewed well by the DPRK.
