Can you spot your problem from the instructions below?
COOKING INSTRUCTIONSNo complication here… just do the following and you’ll be tucking into Pot Noodle tastiness in a matter of minutes: Rip off the lid and whip the sachet out (you’ll need that later) Add boiling water to the fill line. Leave it alone for 2 minutes. Entertain yourself. STIR. Leave it for another 2 minutes. STIR AGAIN. Remember that sachet? Add the contents now. Grab your fork and get eating.
We recommend you eat it whilst it’s nice and hot – it’s better that way in our opinion.

I followed them but it's not properly cooked hot tap = boiling water right?
Really??? I'm 100% you can use tap water and that is boiling enough to cook the pot noodle.
You've just proved that you can't.
I used to have pot noodles from time to time but now I buy packs instead. Cheaper and you can add your own ingredients as you please. and feels slightly healthier as a result

So you need BOILING water right?
I turned my BOILER on and let water BOIL then turned the Hot Tap and let my Pot Noodle soak up the warmth to cook.
