Is cutting the NHS administration pragmatic?

Is cutting the NHS administration a pragmatic move by the torries?
Following on from my previous reply, I think you can conclude that it is not pragmatic in the pure meaning of pragmatism. It's pragmatic in that it is sensitive to the practical difficulties faced by the NHS (demand exceeding supply, bureaucracy etc). However, it does not conflict against core Conservative ideology, which is a key element of pragmatism.

If anything, it coincides with Conservative ideology, in that it places more autonomy in the hands of the individual, furthers individual responsibility and enhances a free market and competition within the NHS. These are all principles which are embraced by Conservative ideology.
