I watch most of my foreign-language films (Russian mostly in my case) that I want subtitles with on youtube - I just search for the film title plus 'English subtitles' and I quite often get a result. I wouldn't be surprised if Russia had more pirated films online proportionally though. Other than that I just google as well.

I imagine with a popular film like Amelie though it would be dead easy either to get a hard copy out the library for free, or dirt cheap second-hand online.
