When do I pay my student loan back?

I did a year at the University of Gloucestershire when the rates were just over £3000, I've been accepted to do a new course at a different uni with the £9000 fees and I'm a bit confused as to when I'll have to start paying it back (when I'm earning £15000 or £21000??

When ever you start earning over £21,000 you pay your loan back in your taxes when you get paid.
You pay back the £3000 when you're earning £15000, and the £9000 a year when you earn £21000.
