Is it necessary to apply for 4 year course loan if you're unsure...
on deciding to apply for 3 or 4 year course?
Someone told me that SLC will not (Or make it difficult) give loans to anyone who applies for 3 years then changes mind and applies for 4 years.
And vice versa is not true as you can just give the money back.

If you are doing a course with an additional sandwich year option it is normally better to go for the longer (4 year) option and change it later.
However, it is not just about the loan - what course do you want to do? You have to apply for funding for the course you are doing rather than one to suit student finance.
You can change the funding later so dont worry.
