scratch on car, permanent marker a solution?

So some weedy plonker, when loading luggage into my boot failed to get it in one smooth motion and the suitcase caught on the "lip" bit underneath the boot. It's a plastic bumper, and now there's a massive scratch.

I tried black polish / black trim wax, it's not working.

My car is black, so I thought. Can I use black permanent marker to colour in the scratches? Or is "touch up paint" or spray paint the way to go? the bumper is plastic, not metal.

Foot them the bill of a new bumper? It was their fault after all.
