Some people fall into a state of shock and basically freeze, don't make a peep, doesn't mean they aren't being raped or assaulted. Not saying that's what happened to you, but it does happen.

Just make it painfully clear that it is not okay for him to touch you like that because it made you uncomfortable, and also because it is simply not acceptable behaviour. If you don't you allow him to think that kind of thing is okay, and perhaps not just with you. You will be doing him a favour.

But surely it depends on context as well. I mean obviously a guy can tell if he is raping a women or not, for example she must have showed SOME indication of not wanting it if she "falls into a state of shock". Like before hand maybe she looked scared and kind of tried to stop him kissing her or what not.

Okay I understand that its not right for him to touch me like that and I will talk to him about it but I dont think he meant it in a "molesting" way initially since the context was we were both in our comfort zones and talking to each other normally. Although I think it would've been much more appropriate to just kiss instead of the whole boob stroking thingxD

From the responses I got, I might as well send 10 police cars over to his right now never mind get with him. But yes it is a strong deterrent but I am happy to keep him as a friend once we "sort" it all out. Hopefully the outcome of the clearing up is positive :L
