One of my parents passed away, regarding pff2

Hi, my mother passed away this year during exams.
I understand that my father needs to fill out the pff2 and CYI forms, and send a death certificate.

Obviously we are unable to give the total household income for the pff2 for 2013/14 because we cannot give my mothers part. Or does my father need to fill that in as an estimate and just not sign her part?

SO if my father cannot provide the information on my mothers finances for 2013/14 how does Student Finance England determine that the household income has dropped by 15% or more this year?

My mother earned the most in 2013/14 so household income has most definitely dropped since.
My father has not been working since May 2015 and has been receiving sick pay instead, but will be attempting to return to work in the next month.

Is there any other evidence we would need to send off?

Please any information would be appreciated, as it is extremely difficult to find any information regarding my situation (death of a parent) on Student Finance England's website or anywhere else.
