chemistry textbook- could somebody clarify something, very simple

quoting my textbook, on the identification of the products of electrolysis:
"a piece of moist pH paper, or moist blue litmus paper, held above the positive electrode first of all turns red to show that chlorine produces an acidic solution, and then is bleached".
what makes it get "bleached"? what does it mean by "then is bleached"?
does this happen due to the chlorine, or what?

Neutralised with an alkali maybe?

What's the context, is it electrolysis of HCl? Because the normal chlorine ions aren't acidic by themselves. :s-smilie:
