When reading off an IR spectroscopy graph, how do you identify the peaks if they are dipping and rising again and then dipping again its very confusing.

Also, does a broad peak show that there is more of that particular bond?
Usually we ignore the region of 1500 and below, as this is the ‘fingerprint region’ which is analysed by computers.
You should have a data sheet that tells you what functional groups cause different peaks.
A broad peak most likely shows the -OH group of a carboxylic acid.
