Is it possible to transfer from Engineering to Chem Eng after first year with only Higher Chem (the prospectus stipulates A-Level as a prerequisite)?

The word "prerequisite" would imply not, unless of course you have a good reason for not having done an A-level equivalent and/or possibly catch up in your own time.

Although I don't have an A-Level, I was on the A-Level course until completion (I just pulled out of the exams due to doing absolutely no work) so have been exposed to the material, if that helps.

Higher is a sort of A-Level equivalent (although admittedly to not quite as high a standard)

You used to be able to, but I know Chem Eng admissions are changing slightly now due to a massive rise in popularity.
