UCL accommodation

i'm slightly confused about UCL's policy on accommodation for new undergraduate students - i chose them as my insurance so does it mean i will not be offered a place in one of their hall? i didn't get an invitation to apply for accommodation (via email) unlike my firm choice, so i assumed that i will not receive one as they are my insurance... help
