History of modern policing

Can somebody please help me find research for my esssay question. The essay question: identify two challenges (ideally taken from different periods in the history of modern policing) and explain the efforts to mitigate them.
I've chosen one historical challenge to be from victorian policing. I need help in finding another challenge from a different historical period.

Hi! This sounds like a pretty interesting question to answer. What other challenges do you think there were? Perhaps think about ways that society has changed since the Victorian period and what those changes have meant for law enforcement.
