can examiners cheat, do they have access to past results?

do examiners have access to past results, i saw a post on the guardian saying some examiners just check previous results and make an estimate off that and slap that

Its one person's viewpoint, its anonymous, and a piece written in a very glib style designed to be entertaining.
It isn't serious journalism that has been researched in detail - its just a string of anecdotes.. Yes, exam script marking isn't an exact science and variations sneak in - but you shouldnt take any of the scenarios described here seriously.

And - it was written in 2015 which limits is current credibility even further.
