A levels

Is it possible to learn an A level subject and take the test, using a private tutor rather than attending a college?

Yes, this is called being a private candidate. You'll need to find a school/college or exam centre willing to let you take the exams there and accommodate any practical or coursework elements required. Expect to be required to pay the exam centre for these services. Below are the exam boards' information about/for private candidates.

Edexcel: https://qualifications.pearson.com/en/support/support-topics/registrations-and-entries/academic-registrations-and-entries/private-candidates.html
OCR: https://www.ocr.org.uk/students/private-candidates/

JCQ also has a list of exam centres accepting private candidates that you can search by postcode, though not all centres who accept private candidates are listed: https://www.jcq.org.uk/private-candidates/?user-postcode=BA115ND&user-lat=51.2149411&user-lon=-2.3179993&qualification-type=gce&awarding-body=aqa
