I believe that the @live.co.uk was deprecated a few years back (that's why you still see people with it). It was basically a different end for an email address with Microsoft's Outlook: you can still get to outlook via live.co.uk or live.com though.
@outlook.com or @hotmail.com are now the only ones available for MS, but you can create one for free on the Outlook website.
You could also create a custom suffix (e.g. @custom.co.uk) by buying a domain, but that's a different story.
