UniOfLeeds denying me enrolling to all programmes in Polis

Has anyone had problems with Polis at uni of Leeds? I was doing a joint honours in International Relations and french. I failed my french a2 so decided to drop this and continue with IR. Sadly I don’t have the needed pass for progress modules so I can’t go into year 2 and as this was in July/August all year 1 spaces are now full. I thought about signing up to anything and waiting for a space in year 1 again in IR but now I’m being told I can no longer join any programme ever again in the school of Polis!? I passed everything in IR and now I can’t continue into the degree I want because I decided to drop a joint honours too late in the year! This is ridiculous and wondering has anyone been through this or has any advice.
