I want a decent university. But my grades aren't looking that good. But I'm confident that I will be at a B by the end of year 12. Right now I'm predicting D/C. If I do get an A/A* in year 13, will good uni accept me?

It depends on your predictions when you apply, but yes, they might.

Many unis give aspirational offers. These are higher than your current grades.
If you don’t get offers, there’s UCAS Extra and then Clearing. If neither of those work out, you can take a gap year and apply in the next cycle with achieved grades.
