A level economics evaluation

Hi,

I'm self studying A level economics and am fairly confused about evaluation.

When writing 8/10/12/15 and 25 markers im not sure how to evaluate.

I've learnt from Dal that the structure for these essay questions is:
- Point
-Evaluation
-Point
-Evaluation
-Judgement (25 markers)

But the evaluation part is unclear for me, should it be a counterpoint or simply just questioning assumptions, impact on wider economy etc? For example if the question asks about drawbacks of inflation should i write my point why inflation is bad then evaluate it by saying a way it can actually be good (counter point) or say however it depends on if it is malignant or benign etc?
