You have 14 days from your original Firm and Insurance decisions ('cooling off period') to change you mind.
After that, there is a way you can change your decisions but its complicated and it relies on the other Uni (that you have declined) agreeing to this. They don't have to. You would need to email that Uni and ask for their permission, and then phone UCAS to get the process moving.
Be very certain about what you want this time.
