Which one is better?

I'm in a shitty situation now and i need an advice....
I had conditional offers from Queen Marry (the uni that i want the most),City,Westminster and UEL(thats not un option.
The only condition from Westminster was to get 6.5 and minimum 5.5 in each modul. And i got that results,I sent it to the uni and they replied me that will make the offer unconditional if i pick them as a firm choice.
City wants from me 6.5 overall and 6.0 in each module.My actual results on IELTS exam are 6.5 overall and L:7 R:6 W:5.5 S:6.5 So i dont meet conditions.But theres a chance they to accept me.
Queen marry wants 7 overall.
Thats the reason why tomorrow Im going to re-take IELTS and i hope i will get 7.
But I'm worried about the deadlines.I need 13 days to get my results.So i have to wait untill 29/04.
I know the deadlines for making firm and insurance choice are in May.
If i wait and make my choices after my results is there any chance to get any problems with my application or to lose my offers.
