Maybe this was to relieve countries at the receiving end of all the burden and responsibilities and forcing other countries to sharing the burden.

By and large the countries receiving the most refugees are the ones that wanted the gates opened. Why should anyone else pay for their folly? Politicians should be more careful in extending invitations that are unrealistic and they and their electors should be prepared to face the consequences of their mistakes without expecting those who pointed out the mistakes in advance to bail them out.

You don't think Merkel made a serious mistake when she told the migrants that all were welcome and that Germany could absorb them all, leading to a flood towards Germany, the Netherlands and Scandinavia, then?

I think the clue is in the fact that she has realised that Germany cannot cope with the numbers she invited and they are not integrating well (as expected and was obvious at the time), so she now wants other countries to take a share.

If England outvotes the rest of the UK and votes to Leave while Scotland, Wales and Northern Ireland vote to Remain, is that a dictatorship?

No, because Scotland chose to remain part of the UK.

So did the UK to the EU in 1975. Anyway, I reject your premise - the fact is, being outvoted in a system which a Member State freely signed up to is not dictatorship.
